Cannabis law in Uruguay

Legal — adult and medical use

Uruguay operates a state-regulated cannabis market under Law 19.172, which allows adults to access cannabis through three legal channels: home cultivation, membership in cannabis social clubs, or purchase from authorized pharmacies. To participate, individuals must be Uruguayan citizens or permanent residents aged 18 or older and must register with the Institute for the Regulation and Control of Cannabis (IRCCA).

  • Registration with the IRCCA is mandatory for all legal access methods.
  • Adults may choose only one of three channels: home growing (up to six plants), cannabis social clubs, or pharmacy purchases.
  • Pharmacy purchases are limited to 10 grams per week, 40 grams per month, and 480 grams per year.
  • Access is restricted exclusively to Uruguayan citizens and permanent residents.
  • The state regulates the production, distribution, and sale of all cannabis products.
