Cannabis law in Japan

Limited access

Japan has established a narrow medical pathway allowing for the use of specific, government-approved pharmaceutical products derived from cannabis. Patients cannot access raw cannabis flower or oils; they may only receive prescribed, pharmaceutical-grade medications that have cleared Japan's rigorous regulatory approval process.

  • Only government-approved cannabis-derived pharmaceuticals are legal for medical use.
  • There is no medical marijuana program for raw flower, oils, or general cannabis products.
  • Personal use of cannabis is strictly prohibited and criminalized under the Narcotics and Psychotropics Control Act.
  • Importing cannabis or medical cannabis products for personal use is illegal and considered smuggling.
  • Patients must obtain approved medications through the formal Japanese medical system, not through dispensaries.
