Cannabis law in Malta

Legal — adult and medical use

Malta operates a dual system for cannabis access. Patients access medical cannabis through a prescription-based programme regulated by the Malta Medicines Authority, while adults may access non-medical cannabis through licensed non-profit Cannabis Harm Reduction Associations (CHRAs) regulated by the Authority for the Responsible Use of Cannabis (ARUC).

  • Medical cannabis is available via prescription from licensed medical practitioners for specific conditions.
  • Adults (18+) who are residents may join one licensed non-profit association to obtain cannabis.
  • Personal possession of up to 7 grams is not a crime for adults; possession between 7 and 28 grams is subject to a tribunal fine.
  • Residents may cultivate up to 4 plants at home, provided they are not visible from outside and storage does not exceed 50 grams.
  • Public use and use in front of minors are prohibited.
