Cannabis law in Uganda

Limited access

Cannabis remains a strictly controlled substance in Uganda under the Narcotic Drugs and Psychotropic Substances (Control) Act, 2024. While the law allows the Minister of Health to issue licenses for cultivation and processing for medical and industrial purposes, there is no established national medical cannabis programme for patient access. Licensed activities are currently focused on controlled cultivation, processing, and export by authorized entities.

  • Cannabis is classified as a prohibited plant under the 2024 Act.
  • Cultivation is only permitted for licensed entities under strict government supervision.
  • There is no legal framework for individual patients to access or possess cannabis for personal medical use.
  • Licensed operations are primarily focused on export and industrial hemp production.
  • Unauthorized cultivation or possession remains a criminal offense subject to severe penalties.
